Youth Empowerment support:

GUIDELINES FOR SKILL TRAINING:

1. The training program is for short-term courses which empowers the youths and enables them to become self-reliant and nota scholarship program to obtain university degrees.
2. The applicant should have strong interest in the trade and have the approval and support of his/her parents or the head of the family for the training.
3. The applicant should submit the application forms to the Settlement Office. Application forms are available at the Settlement Office. We do not entertain applications submitted without proper recommendation from the Settlement Office. All application has to be routed through the SO.
4. There is no deadline for submission of applications. YES will arrange training based on to the application. YES will arrange training based on to the applications received.
5. Applicant should be above the age of 16.
6. List of supporting documents necessary are available at the settlement office.
7. It is the responsibility of the RESPRO to guide the youths in different opportunities available.


GUIDELINES FOR LOANS:

1. The loan recipient must be an unemployed youth residing in a Tibetan Settlement.
2. The lowest age eligible for a RLF loan is 18 and the highest is 45.
3. The highest limit for an individual loan will not exceed Rs. 100,000/- and groups will receive no more than Rs. 500,000/-
4. The rate of interest is 5% per annum.
5. The applicant should submit his/her Business Plan along with his or her loan application to the Settlement Office.
6. It is the responsibility of the REPRO to assist the applicant to prepare the Business Plan.
7. Members of the same family cannot apply jointly as a group for the loan.
8. Starting date of the loan will be the date on which the loan recipient receives the fund.
9. The loan amount for each application is to be decided by YES upon studying the loan proposal application.
10. The maximum loan duration will be seven years. YES will decide the duration for the loan period depending on the nature of the project, size of investment and expected cash flow of the enterprise.
11. The applicant should have the approval and support of his/her parents or the head of the family for the project.
12. The full involvement of the loan recipient in the enterprise is mandatory , although he /she can be assisted by family members or friends in the enterprise.
13. The repayment of the principal loan amount and interest will be on a monthly basis. Except for manufacturing projects, the repayment schedule for other types of projects should start from the first month itself. YES will decide the repayment schedule.
14. The loan applicant should have three sureties. The surety should not be a member of this or her family. He/she should be a Tibetan national, above the age of 30 and living in the same Settlement as a loan recipient. The surety should not be engaged in any illegal or undesirable business. The surety must not have a record of past loan defaults. The surety must not be a drug addict or an alcoholic.
15. The loan applicant must explain to the person standing surety, the obligations he/she is assuming as a guarantor for the loan.
16. Loan amount shall be released through he Settlement Office.
17. If the RLF beneficiaries could not incest loan money for the proposed enterprise within three months of receiving the loan, he/she is required to return the loan amount with up to date interest to DoH.

Youth Empowerment Support (YES) of Department of Home has taken over the PADME program from Planning Council, CTA.
We are covering 28 Tibetan settlements and plan to cover all the Tibetan settlements by 2007. The entails a challenge for more coverage as well as scaling up of our activity. We look forward to the cooperation and support from all sections of the Tibetan youths in coming years.

Objectives
1. To empower Tibetan youths, through appropriate career guidance and promotion and support of self managed enterprises.
2. Motivating the youths to have a positive outlook and engage in diverse economic activites.
3. Imparting relevant skill training.
4. Coordinating skill training.
5. Providing soft start-up loans to set up micro-enterprises.
6. Gainfully employ the Tibetan youths.


SKILL TRAINING:

YES train youths on the basis of their choice of vocation or trade, qualification, and relevance of such skills in our community and employment after training. As of now trainings are provided on the following trades:
Tailoring; Electronics; auto mechanic + Driving; Beautician; Photography; Welding ; Plumbing; Goldsmith; Computer Maintenance; Hairdressing; Carpentry; Thangka Painting; Modern Arts; Wood Carving; Bakery; Wireman Electrician; Draughtsman; Computer Software; Organic farming. We have trained 403 youths in various trades as on March 2005 and the placement rate is 67%. We recommend youths to go for skill training on their own and YES would support wherever necessary.


REVOLVING LOAN FUND (RLF):

YES provide loans to set up micro enterprises. Maximum loan amount given to an Individual is 1 lakh Rupees. Maximum loan amount given to a group is Rupees five lakh only. For loan, apply at your settlement.

Status of the Revolving Loan (RLF):
Total Number of beneficiaries: 79
Total amount of loan disbursed: 9.2 million Rupees
Total amount of Principal amount repaid: 7.3 million Rupees
Total amount of loan interest repaid: 1.2 million Rupees
Total loan amount with the beneficiaries: Rs 1.9 million Rupees.
